Implementing Performance-based Navigation (PBN) is like putting together a jigsaw puzzle where each organization is responsible for a precious piece of the puzzle.
IATA’s Performance-based Navigation (PBN) Implementation Workshop provides in-depth instruction for groups of participants from Aviation Regulators, ANS Providers and Airlines, either as a homogeneous group, or with two or more organizations in the same Workshop, depending on your specific needs. This 5-day premium course is designed for delivery at your company’s premises. Course modules will be chosen based on a PBN training needs assessment which will be sent to you at the start of Workshop preparation. The charts and procedures relevant to your organization will be incorporated in the Workshop if provided at least one month before the Workshop.

Course Content
Starting with common modules on historical and technical aspects of PBN, the Workshop introduces the concept of Performance-based Navigation, basic theory of area navigation and area navigation systems, in particular GNSS. Participants will also be introduced to the PBN Manual and the structure of navigation specifications (NavSpecs).
The training has been developed in modules so that it can be tailored to meet the implementation needs of each group. Whether your organization is an Air Navigation Service Provider responsible for PBN implementation, a CAA, Airport or Regulator, or an Airline, this Workshop will provide the means to understand implementation and operational approval activities.
ANSPs and Regulators will acquire extensive knowledge of their roles and responsibilities in the implementation process, including the AIRAC publication cycle. For Operational Approvals, Regulators and Air Operators will learn about the relationship between particular NavSpecs and corresponding airworthiness certification type documents such as FAA Orders, Advisory Circulars (ACs), and/or EASA Acceptable Means of Compliance (AMC), and Temporary Guidance Leaflets (TGL). Airworthiness engineers will learn the process for issuing authorization to Air Operators. Air Operators will learn how to obtain operational approvals for operations in PBN designated airspace or on PBN designated ATS routes or approaches.
Depending on the needs of your organization learning will be reinforced by means of practical exercises. Examples of these are: how to draft implementation Aeronautical Information Circulars (AIC); how to review Aircraft Flight Manuals (AFM), Type Certificates (TC) or Supplementary Type Certificates (STC) with the view to determine aircraft eligibility against particular NavSpecs; comparison of the capabilities of Foreign and National (international and domestic) Air Operators to get an appreciation of what NavSpecs would be good candidates for implementation in their State. And finally, a Job Aid exercise will take participants through all the steps of the Operational Approval process from their perspective.
